Facing error while creating database using DBCA silent mode

I am trying to create a database in silent mode for 19c home and getting an error .( Tried both the options , with response file and without response file )

[FATAL] [DBT-05509] Failed to connect to the specified database (OEMDB).

CAUSE: OS Authentication might be disabled for this database (OEMDB).

ACTION: Specify a valid sysdba user name and password to connect to the database.

Tried few troubleshooting options mentioned below, but no luck:

1.Different passwords

2.Unset ORA_NLS10

3.Added SQLNET.authentication_services=(ALL) in sqlnet.ora file.

Haven't found anything in Google.

Any suggestions will be really helpful.
