I want to see the jobs schedule by DBMS_Scheduler in toad and perform the action as start-stop or Enable and Disable. We just migrate few of our databases from 9i to 10g and we want to find all jobs scheduled with DBMS_SCHEDULER.

If you connect to a 10g database using a Toad with the DBA module, you should see "Sched. Jobs" listed in the Schema Browser.
To check if you have the DBA module, go to Help | About. On the third line it'll list Options. It needs to list "DBA."
Also try right mouse clicking on the left hand side of the Schema Browser, on the tab, tree, or drop down depending on the style you have enabled. You may see a menu that says "Configure." Go into configure and make sure Sched. Jobs is set to visible.
